The Senior Program Manager (PM) is responsible for overall program performance and acts as the overall lead, manager, and administrator for all contractual, technical, financial, and administrative aspects of the program. The PM provides management, direction, administration, quality assurance, and leadership to the program team, directs efforts of cross-competency teams including contractors at multiple locations, and ensures performance objectives, milestones, and deliverables are met. The PM manages the acquisition and employment of project resources and control financial and administrative aspects of the project. Primarily based at the client’s on-site facility in NCR, with occasional work from alternate locations.
Roles and Responsibilities
• Serves as the primary point of contact and contractor’s authorized interface with Government personnel for all technical, programmatic, and project execution matters
• Provides overall leadership, direction, administration, and management of the program to ensure performance objectives, milestones, and deliverables are achieved
• Acts as the overall lead, manager, and administrator for the effort and is accountable for overall team performance
• Directs and integrates cross-competency, multi-disciplinary teams operating across multiple locations
• Establishes, enforces, and continuously improves program management processes, procedures, and quality assurance standards supporting successful execution of the program
• Plans, coordinates, and oversees execution of contractual, technical, multi-disciplinary engineering, programming, maintenance, and administrative support activities
• Oversees contractor personnel project operations by developing procedures and planning and directing execution of the effort
• Monitors cost, schedule, performance, and risk, and implements corrective actions as necessary
• Develops, delivers, and coordinates regular program status briefings to Government leadership, including progress, risks, milestones, and key decisions
• Monitors and reports program progress and ensures timely communication of issues, dependencies, and mitigation plans
• Manages acquisition, allocation, and employment of project resources to meet program requirements
• Controls financial and administrative aspects of the program, ensuring compliance with contract requirements and Government standards
• Minimum of five (5) years of recent experience managing projects providing program management of an enterprise-wide program
• Current Project Management certification from a recognized credentialing agency (e.g., PMP and/or PgMP from PMI or equivalent program or project management certification)
• Demonstrated experience engaging and coordinating with multiple industry stakeholders
Desired Qualifications
• Master of Business Administration (MBA), Master of Business and Management (MBM), or related technical master’s degree (e.g., Engineering, Computer Science, or Electronics)
• Experience managing projects utilizing non-traditional program management methodologies (e.g., Agile) in cloud computing environments
• Experience managing cloud-based programs, including container management meeting DoW cybersecurity requirements
